Fluorescent substances absorb light, like ultraviolet light, then re-release lower-energy light, often in the visible portion of the spectrum. This happens fairly quickly, so if you turn off the light, the glow stops. Phosphorescence is a similar phenomenon, but the re-release of light happens much more slowly, sometimes over several seconds, minutes, or hours.
