Valence is a measure of how many chemical bonds can be formed by an element. The IUPAC defines valence to be the maximum number of univalent atoms (such as hydrogen or chlorine atoms) that may combine with an atom of the element. Keep in mind, the valence is the maximum number of bonds, not the usual number of bonds.
