It is very safe to do with kids. All you need is baking soda, vinegar, and a little food coloring. Add juice if you want the potion to taste ok. The only potential problem with very young kids might be getting vinegar on their skin (itchy) or eyes (burning). If you dilute the vinegar with water or juice that shouldn’t present much of a risk.
